I have the honor to recommend that Lewis L. Wheelock Esq. of Owatonna, Minn,, be appointed Agent B.R.F.&A.L. at the highest salary allowed by law, and ordered to report to the Ass't Commissioner State of Ga., for assignment to duty. 

Mr. Wheelock served with great credit as a Vol Officer during the war, is a professional lawyer, and in every way a desirable person for the position
