I have the honor to transmit [[strikethrough]] herewith copies each of General Orders, Commissioner Bureau R., F., and A.L., Nos. [[/strikethrough]] by mail to your address this day 30 copies each of Circulars, Chief Q.M. Bureau  R.F. and A.L., Nos. 2 1867 (additional emendations to the Bureau's Officers Manual) the receipt of which you will promptly acknowledge, by signing and returning the accompanying letter.

You will be held responsible for the distribution of Orders to officers serving under your direction.
