My dear Miss Chapin:

I have your letter of July 18th. I am sorry for the delay in the delivery of your letter. I am sure you will readily understand that it is just physically and humanly impossible for me to sign receipts for letters when you consider that there are several thousands of letters each day.

I wish I could give you more comforting news on the placing of "Wings for Victory." I was very enthusiastic when the plan was presented to me. I cheerfully endorsed it. But now, frankly, I have not only lost enthusiasm but lost interest in the matter. I think the award was terrible. I do not like the work. It means nothing, and I cannot get excited about providing a place on city property. It so happened that there were some very beautiful and artistic entries and the award was given to an entry that certainly is neither "powerful, simple or inspiring."

I know you wanted me to be frank and so I have said just what I have in [[strikethrough]] mind. [[/strikethrough]] my heart.
