General:
I have the honor to return my report of June 29th 1868 with enclosed depositions substantiating my report. The freedmen in this section of the country look to me for protection & being placed here by the Gov't. to give them this support freely & willingly, it has been my aim, to carry out the duties assigned to me, to the best of my ability. If I have been amiss in my duty it was not on acct. of negligence but for want of knowledge. That there was serious outrages committed on the col'd people is known far & wide I now leave the matter with you, the enclosed affidavits will speak for themselves
