Sir:
I have the honor to report that during the month of September 1868, I examined and approved Eleven copies of contracts between Farmers and Freedpeople; No of Freedpeople included in said contracts, seventeen, average wages, one half crops, or seven dollars per month and partially found.

The treatment of Freed laborers on an average is very bad since the power of the Agents has been taken away, more especially since the Homestead Laws has been adopted.  

If something is not done, soon, by the Legislature to protect freed laborers, in their rights, there will be a great deal of fraud commited upon the Freedpeople, and a great deal of suffering during the coming winter will ensue in consequence.
