Sir,
I have the honor to report that during the month of August 1868 I examined and approved six copies of contracts between White farmers and Freed Laborers No. of Freed people included in said contracts, Fifteen, Average wages paid, four sets of hands, one half of next proceeds of Crop, one set one third, and one main twenty dollars for five months and farmed. 

The treatment of Freed people on many farms are encreasing more sence every week since the Military has withdrawn its control. In some instances the hands has been treated in such a maner that they are [[strikethrough]] have [[/strikethrough]] compelled to leave these situation with the loss of everything
