Sir;
I have the honor to report that during the month of October 1868, there were no contracts examined or approved by me. The treatment of hands in many instances is very unjust, now that the crops are being gathered and sold.
The majority of farmers seem disposed to act honestly towards their hands in the division of crops, and money acrued from sale of cotton
