Sir: 

I deem it my duty to communicate to you the fact that information has come to my possession which convinces me that a plot is organized to carry from our Southern Coast five or six hundred "Freedmen" to Cuba. They are now in the employ and under the Control of the organizers of the Scheme. The contract has been made for their delivery and it is believed that they can be induced to go and board vessels, under the pretext that they are to be conveyed to some other point, there to be employed in the same way (chopping wood) they assert that they can run them into Cuba in less than 24 hours. 

They are ready to carry their plans into execution. Vessels secured Crews being engaged (late Junior Officers in the rebel navy). They only await an advance of about five Thousand Dollars (for which they are willing to give the literal return of Thirty Thousand) it seems their original calculations for
