the better. This law and enforcement must show itself impartial, in order to gain the confidence of the white and the black. As the plantations are large and often so situated as to be fatally injured by being divided up, some  system of equitable [[strike-out]] justi [[/strike-out]] contracts (embracing sales, wages, leases, allotments) particularly adapted to your peculiar circumstances should be adopted, and special means instituted for their complete enforcement after they shall have been entered into understandingly in good faith. The Board of Supervisors, constituted in a manner similar to mine, for each District or Parish, where the State, the employer and the employed, had each a representative, could be put in charge of contracts and of the poor: and further be allowed to settle differences, offences and misdemenor of minor aggravation, permitting right of appeal to the courts. A sufficient number of farms in each District or Parish should be rented under the direction of this Board, and carried on under proper direction by the partially dependent for their own benefit, and for the benefit of the indigent who are completely dependent.
