Brig. Gen. Tillson,

For the interest and rights of both white & black it is absolutely imperative that some agent of the Federal Government should be sent to this county (Wilkes). The agent should be a Federal military officer & not a citizen or civilian. Anarchy & violence will soon be the order (or rather disorder) of the day unless something is done. The agent should be supported by a military force if his decrees are to be not laughed to scorn by both white & black
