Macon Ga Aug 23rd, 1865.

General,

I have the honor to make the following statement of facts. 

Dr. L. Carter was in charge of a Confederate Small Pox Hospital situated about two miles from this city when our forces took possession of the Post.

He was instructed by Francis Salter Surg [[?]] and Medical Director of Cavalry Corps to continue the institution for the benefit of poor and the Negroes of the city who should need attendance in a Small Pox Hospital.

Surg Francis Green [[?]] who succeeded Dr. Salter as act Med Direc of Cav Corps also instructed Dr. Carter to continue the institution, as it was necessary that some such place should be established there being many cases of Small Pox among the Blacks who were thus provided for.

The Military authorities are furnishing rations for the institution.

I took charge of the Corps the 1st of July and have continued it as heretofore.

Dr. Carter being in charge and Dr. Bettinson as assistant. These gentlemen have been
