certificates; and by the 8th Regulation of the series of July 29th 1864, concerning abandoned and captured property; which describes the mode of appraisement and dlivery.

In view of the presumed necessity of the freedmen and the wants of the Bureau, it is perhaps to be regretted that the property sold by the agent, as stated by Genl. Tillson at very low prices, had not been turned over on requisition & appraisement as above; and should there now be any property in the possession of Agents which is needed for public use, it may be obtained without the Special order of this Dept. by pursuing the course prescribed in the 8th Regulation. Copies of the papers transmitted by you will be forwarded to the agent, Mr. Callicot; and he will be required to explain or refute the charge of having sold the property for prices so grossly inadequate.
