I think there will be considerable suffering among the Freedman, as a new year will find the majority of them, without homes.

Would it comport with the policy of the Bureau, to appoint an Agent of the same, in our county, or a board of Commissioners, to settle all matters of controversy, to council conciliation and advise the Freedman, &.c &.c. &c

An early reply Genl. will very much oblige an humble citizen who feels a deep interest in our common country.  And in the agricultural interest of my county & state.
