Capt. W. W. Deane
A. A. Genl.
Augusta

Dear Sir

I addressed a letter to Brig Gen Tillson a few days ago and recieved an official copy of Circular No 2 - which does not answer my questions. I am still uninformed as to the subject matter of my letter. I herewith enclose you a draft (not perfect however) of a contract for part of crop. Mr Louis Jones, a respectable citizen of this county, has come to a verbal understanding with a Freedman; whose name appears in the paper, and the Freedman proposes to furnish some 7 or 8 hands. Should the name of each of the hands be inserted in contract, and If it is his duty to give bond to U.S. please say how much the bond should be for. And in making money contracts, by the form laid down in Cir No 2 should the Bond be for double the amount agreed to be paid. I wish to make a contract for part of crop with Freedman and with information not contained in Cir No 2. You will oblige me very much by answering my letter and giving the desired information I shall have a great many contracts to write and want to comply with the settled policy of the Bureau. please answer forthwith

Very Respy Yr obt Sevt,
W H Pilcher
