It is expected that Freedman, like the white citizens will contribute from their means, and incomes, toward the support of their color race who are helpless and destitute and for the education of the young.

It is hereby ordered That for the purpose of assisting in the arrangement and maintenance of a Home of the Infirm and destitute Freedmen. - establishing Hospitals for their sick and disabled, and schools to educate their children, a tax shall be assessed upon the earnings and incomes of Freedmen and Freedwomen in the District of Savannah. Of one and one half cent on the dollar for each month. In this manner, the burden will be very light upon all who have any income. For example if one individual has an income of ten dollars per month, the tax will be only fifteen cents from that amount, and so in proportion for larger or smaller incomes. This tax will commence with the month of November 1865.
Proper agents will collect the tax for purposes above named in the Dist. of Savannah. And it is hoped that employers and all other good citizens will assist and encourage the undertaking of having the colored citizen bear this part of public burdens.
