I have the honor to suggest, through you, to Genl Tillson, that the 147th Regt Ill V I (my old command) has been assigned to, and is now in the Dist of Savannah. Genl Brannon his kindly offered to detail Captain A.C. Bardwell of that Regt to assist me, in the place of Capt Stone, provided Genl Tillson will approve the exchange.

I would earnestly request, that, this arrangement may be consumated. As Capt B has had much experience in the department I intend for him. He also has good judgement, with the most untiring patience and energy. These are not distinguishing characters of the present incumbent!

I enclose, and submit to the Genl a plan to assess a tax upon the income of Freedmen for the purpose of identifying them with the matters of public interest in their behalf. As citizens, they should, in my opinion, bear their proportion of the burthens [[burdens]] imposed for their own benefit.  Estimate in this Dist

8000 working Freedmen, average income for each $8 per month, at one and one half cent on the dollar per month would make $96000.
