Savannah, Ga. November 18th 1865.

Captain,
I have the honor to acknowledge receipt of Genl Tillsons very kind letter, approving my efforts to carry out the purposes of the Bureau, as his representative. Please thank him for me, for his words of encouragement. 
Your communication of the 14th is also recd.  The memorandum receipts for books for this office, given by you, has undoubtedly come to your hand err this, as they were promptly taken up and forwarded.
The Rations and other Returns from this office will be promptly forwarded in the list of each month as directed.  The October Returns was necessarily imperfect as I had no record to make them from. And no connection with the Bureau, only about a week during that month. I hardly knew how Returns for Abandoned Lands are to be made out by me, as Capt Ketchum has the whole of that matter assigned to him by order of Genl Howard. I have therefore had nothing to do with it.  I will do the best I can, from his books and papers.
