Genl Brannen refuses to furnish transportation for teachers of Freedmen, as pr War Dept order No. 138, nor upon Genl Howards Special Field Order No 4. He say this class of transportation is admissible only upon Govt Transports or Military R Roads. Nine Sady teachers assigned to Florada [[Florida]] by the Freedmens Aid Society, of Boston, I believe, And having the written approval of Maj Genl Howard, for transportation and had recd it to this point. But I could not procure for them from here, They were without money. Mr Cody the Agt here was equally destitute of funds. I therefore advanced the money for their transportation to Jacksonville Fla amounting to $135.00. I also had to pay their expenses here in order to get them to their destination. I am satisfied that the transportation could have been furnished under Genl Howards order, if not under War Dept order. I would respectfully ask that Genl Tillson, will interpose in some way, if practicable to get the $135.00 returned to me for their transpn even if I lose the $108.00 for their expenses here.
