Savannah Ga Nov 20th 1868.

Captain,
I have the honor to acknowledge receipt of your communication of 18th inst. The Building Mr Eberhart reports, as occupied by several colored schools, is the property of a Widow Styles. It never was in the possession of this Bureau, from any record or paper found in this office. I was not aware, that when colored people used the buildings for schools, with the knowledge or consent of this office, I must make a full report of them to your office. Purportedly such buildings ass were never in possession of the Bureau, as indicated in Genl Howards circular No 15. I am not apprized of any property, having been turned over, which had been in possession of this Bureau in the Dist of Savannah, under circular 15. The cases of this building turned over to the owners by me, are the Foundry, which was never abandoned or confiscated, but was used by the military, and was ordered to be returned to the owner by the military commandant some months ago.  This order was approved by Genl Sexten. The City Hotel building was never in possession under any authority that I can find.  Certainly not by authority of Circular 15. Because the Estate belongs to heirs who are minor children, the owner having died some years before the war. The Administrator applied for and
