Command of Bvt Brig Genl E. P. Davis Comdg Savannah, Dated Aug 30th 1865.

The Wesley Chapel and Mariners Church, were never taken possession of, as I understand, nor would the Bureau be authorized to seize them under any rule of Circular No 15. The only building in the possession of the Bureau in this city, that I understand can be lawfully held under any order known to me, is the Armory Building, which has been duly reported. Circular 10 July 14th 1865 indicates how lands are to be reported. Allowing the same rule for buildings, the language of the order is very significant, that possession is to be acquired by the fact of its abandonment or confiscation, But I shall promptly obey any order from Genl Tillson to seize or to hold any buildings or other property, wether coming within the rules now published or not.

With reference to abandoned lands in this state, I was informed by Genl O O Howard that Capt Ketchum would attend to all cases of that kind, and that I would have nothing to do in the premises, at least that was my understanding, and I think Capt K so understands it, for he has been attending to all the cases so far as I know.

Your communication of some days since in regard to relieving Capt Stone, etc, telling me that I must apply to your office for such matters, You must have forgotten that Genl Tillson gave me written permission to relieve Capt S if saw fit to do.
