An opinion prevails in the up country that a Bond to the United States, on the part of the employer is essential to the validity of a contract with Freedman, founded, I have no doubt, upon the statement made in one of your circulars that such is the most common form adopted in writing them.

A considerable number of our citizens entertaining this opinion say that they will make no contract with Freedman the result of which will be that many will be thrown out of employment at Christmas  If the Bureau does not require a Bond you will do a favor to both parties by removing this difficulty, which can be done by suggesting
