States that Circular No 2 Sect. 4" implies that rations can be issued their able bodied Refugees Freedmen and that there are 10.000 and 5000. White and none of them can be induced to make Contracts for another Year and that shortly there will be a great destitution among them & a great many decrepd  & Blind have applied for aid. asks what he can do for them &c
