These fees will be based upon the schedule of fees set forth in the code of the State for similar or parallel services. I hope in this way to provide for the compensation of these Agents without expense to the Gov't. When freedmen or other persons are brought before them for the adjustment of difficulties or the punishment of crimes, who are unable to pay for the services rendered by the Agent, I propose to pay the Agent from funds arising from fines imposed for cruelties practiced on freedmen.

I am much gratified with the generous action of the Convention towards the Bureau, I believe it has given me the opportunity to prefect to a high degree the organization of the Bureau in this State and to facilitate its operations while at the same time it will render them more agreeable and useful to the people both white and black.
