I am in receipt of circular No 2 from Bureau of Refugees Freedmen Al & not fully comprehending the object for which it was sent I ask for farther instructions as to whether you desire me to act in any capacity in regard to the Freedmen Refugees &c there are only a limited number of Freedmen in this Town & county the greater part of whom have temporary employment & some have entered upon contracts for the coming year in many instances parties are loth to make contracts for fear of interruption or failure on the part of Freedmen to comply there is still room for more laborers, as this is quite a grain country it is the cheapest portion of Geo for the Freedmen to live in Provisions are usually very low & wood Plenty I think if there was an authorized Person here in this county to witness to assume the Farmers that the contracts made between themselves & the Freedmen would be faithfully Kept it would not be long before every one of them would have good homes
