Augusta, Ga. November 1st 1865.

General,
       I have the honor to forward herewith an Estimate of Funds required for the Month of November to conduct the business of my office, and facilitate the operations of the Bureau. On my assignment to duty here, I found there had been no Quartermaster or any officer acting as such. No funds on hand, no stores and no stationery, except what had been borrowed, and under the orders of the Quartermaster General, Quartermasters on duty here could issue nothing to the Bureau, except on orders from the War Department. This trouble has been remedied by Special Field Order No. 4 of General Howard under which the Chief Quartermaster Department of Georgia has consented to issue to the Bureau. Under orders of General Tillson Acting Assistant Commissioner, I made some sales of scattering property realigning sufficient to pay the expenses here for the month under his orders. But at present, I know of no funds that will be coming into the Bureau the present month, though measures are being taken to secure property properly belonging to the Bureau from which something can be realized. Under its present imperfect organization here, I cannot estimate very accurately
