Dear Sir

I am here from my plantation in south Wirten Ga for the purpose of learning if possible the probabilities of keeping the freedmen on plantations where they now are for the next year.  The Govener informs me that an order will be ishued from your [[illegible]] compelling them to contract for the next year at once. I am afraid this will not meet the cost nor can I suggest a remidy consistant in the principles of freedom  The intention of nearly all the freedmen in the section that I live is to quit at Christmas and go, up the County some here and some there they will get provisions and money enough to last them a few months for their labour this year and with it I fear will ruin themselves and the entire planting interest if some measure is not adopted to keep them where they are or at least to keep them in the County
