I have the honor to ask for instructions in the case of Milly (freedwoman) a mulatto girl with five children, the oldest eleven years of age. The woman was formerly the slave of Mr White a tailor in this place in moderate circumstances. When the Union army took possession of this portion of the state the woman and her children were well supplied with clothes and a certain amount of food by Mr White who has since then paid the rent of her house and garden and assisted her in other ways. The woman lacks energy though not industry. if she remains here she will and must be an object of charity as the children keep her at home. Mr White is unable to care for her permanently. Her mother is a free negro and owns a house in Norfolk Va and wishes her to come there. I have no doubt that once there she with her mother help could support the family. Is it consistent with the regulations of your Bureau to give the family free transportation in this state with letters to the commissioner in the next, so that she could
