in a helpless condition & where they have left them & can be found. What shal I do in such cases. and where they are leaving their families and marring other women what must be done. The freedmen are not making contracts in our county. There has been some excitement in the county about an insurrection Capt. Newton has several days examination and found some worthy of punishment he sent some to Columbus to be punished & punished others himself I hope that they will take Council and do their duty. any advise or instruction that you May write me will be thankfully Received as I wish to know the wishes of the Bureau and to comply with the same
