| April 27th 1869 #112. | South Carolina J.R. Edie. Col. See. L 304. S 510 Vol 3. 4 enclo W 83. 165. 45. | Columbia April 24th 1869. Forwards for instructions report of E.L. Deane D.O. of a visit to the plantation of J.J. Knox at Sumpter S.C. for the purpose of expending $1000. upon school building; found a large frame building used as School House and Church. 70 ft long by 40 wide, poorly constructed roof too heavy for side walls directed 8 large columns be placed thr'o the centre of the house at a cost of $25. In the rear found a large double log cabin of 4 rooms and porch strongly built, located on land donated by Wm Knox who completed the building at his own expense, but furnished bill of cost &c which reasonable amounting to $400. Mr. Knox wishes to expend the balance upon a church and teachers home on the "Goodwill" plantation, of H.G. Witherspoon, but he had no authority to so expend. Mr. Knox makes claim for rent ($100.) of a school building used for freedpeople some 18 months previous to erection of present house, no authority to so expend. very reasonable however. Says that Mr. Knox has spent much time and money in the educational interests of freedpeople.- more than he makes any claim upon the Bureau. Has sent check for $400. to Mr. Knox. and asks what to do with the balance. $600. With remark. An amount "not to exceed $1000. for all" was appropriated Dec 10th 1868 for the purpose of "assisting J.J. Knox at Sumter. S.C. to erect buildings for school purposes" The buildings have been completed at a cost of $400. exclusive of a disallowed item which Mr. Knox puts in of $100. for rent. In view of the fact that the $1000. was a special appropriation, desires to know whether he shall consider the instructions of Dec 11th 1868. as intended to provide also for the erection of buildings upon Mr. Witherspoon's plantation under the Superintendence of Rev'd Mr. Miller. If so. there is a balance of $600. for the purposes. |
