My Dear Sir
Judge Matthews informs me that you desired to learn my opinions with regard to the necessity of continuing the Freedman's Bureau. As the law has been already passed, which continues it [[strikethrough]] I [[/strikethrough]] it might appear useless, if not presumptuous for me to present my views. Still if they may be of any service to you, such as they are you are heartily welcome to them.

In the present state of the country, I have no doubt, that the interests of both races will be protected & promoted by the continuance of the Bureau.  To the whites I think it is important for the present, in order to controll the negro & prevent the evils which spring from idleness & poverty. For while I know that many negroes will work without coercion, yet a larger number perhaps a majority, had associated with freedom, exemption from labor, and until they are more enlightened
