Sir- Owing to great dissatisfaction existing amongst some of the citizens of Pike county with the acts of the agent of the Bureau for that County, I have, at the urgent Solicitation of some parties, transacted business for them.  Am I justifiable in so doing? the complaints are that Mr. Fryer is charging two dollars instead of one for approving contracts, and ignores approvals made by Provost Marshals - thus compelling those who have had their contracts approved to present them to him, and pay him two dollars for reapproval.  If he is right in his comprehension of the instructions, I am entirely wrong, and wish to be righted by you.
