Dear Sir

The Bureau in this County is "bursted", the drawers are all out and the d-l has broken the mirror so that it is impossible for the Agents to see themselves as others see them.  And the negro though a very good donkey for politicians to ride is wholly useless when his back is broken.

I have no Officers to execute the orders of my Court and cannot get any except colored men that no one will obey.

General Steedman says he was not aware the Bureau exercised judicial functions, that when he gave you Authority he did not contemplate their doing so - I wonder if he ever read the Circulars approved by the Georgia Convention, the Proclamation of Gov Jenkins or the Laws of Congress

I presume not.  Generals are not proverbial for reading anything but order.

General Steedman is to abolish the Court.
