Hartwell May 21st 1866. Davis Tillson Brig. Gen. Vols. A.A. Commissioner Gen. I received your circular making inquiries concerning the suffering for want of food on the 18th last - The information I now send you is taken from the records of the Justices of the Inferior Court - which the clerk informs me are correct - as to the means of support - I make no report as to the number of acres of land to be seeded for a great number of them are to old to work and some of them have no land to work, and them that has any land have obtained seed to plant. I cannot make any report at present concerning the colored race - but will do it just as soon as I can, I do not know of much suffering with them, The most of them that are to old to work are taken care of by their former owners where they stayed with them - I have always disapproved a contract between the freedman and whiteman where in my judgement the whiteman
