I regret that the test oath bars my having the this pending hire for the benefit of the poor, but if you can my dear sir, send the medicines here with an agent to dispense them. 

If you should have any difficulty in the selection of an agent for the Freedman's Bureau in this County, I would [[recommend? (difficult to read due to fold in paper)]] Mr Wm C Riddle as less objectionable then either of the others, and as one, who I believe would endeavor to do his duty.

This letter will be delivered by Delegate Wilis Deszgan, a freedman of character & standing in our County.
