Respectfully referred to Capt. W W Deane AAG with the request that Mr Swayze be sustained. If a city ordinance has been violated both men should have been punished. but as this would inflict a fine upon one who had been a good Rebel, His Honor accomplishes the ends of Justice (so called) by imposing a fine upon the loyal man, and permit the Rebel to go unpunished, and happy in the assurance he has taken the oath. He will be sustained by his Honor in calling the Flagg a damed old Rag.
