The report seems to have got circulation amongst the Freedpeople throughout this section that the Bureau at Griffin protects them in their rights, while the Bureau of their counties only protect the white man, the consequence is that complaints are presented here from all the adjoining counties and shows me a most deplorable state of affairs. The people seem determined to swindle the ((illegible)) their hard earned fruits at any hazard. And upon this point I want some instruction. When an employer refuses presumptuously to pay the fine adjudged to be just by the Bureau, what course must I take to compel the payment?
