| September 30th 1869 #117 * | North Carolina H C Vogell Supt of Education 1 Enclosure October 1st Returned approved File | Raleigh No Ca Sept 28th 1869 Forwards petion of James Oxendine & others and recommends that an appropriation of $2000 be made to erect a school building at Union Chapel, Robeson Co N.C. of sufficient capacity to accommodate 300 to 400 pupils. 5 acres of land situated 14 miles west of Lumberton have been secured. |

EB vol 6 p 11 | Raleigh No Ca Oct 15th 1869 Forwards report of J W Hood Agt Bd of Ed. and request of S S Ashley, Supt of Pub Instn. in regard to schools in 3rd Representative Dist - saying that Mr Rice Asst Supt of Ed. Bu &c has been establishing schools in that District at the average of 5 per county and promising $20 per month rental. States that there are many intimations of dissatisfaction in regard to the 3rd Dist. Suggests that it would be better to have the same relations between the Supt & Asst Supt of Ed: as existed formerly  The increase of rental is an injury to other sections  it is assuming a political shape in consequence of what politicians assail the Supt of Ed. In that district reports are withheld, which were forwarded promptly before. It is demanded that all the money for the District be disbursed by the Asst Supt: while the rentals are frequently such as cannot be sanctioned. As matters stand at present the Supt must be involved in political strife |

Complains that Dr. Vogell is not disposed, as indicated by the Commr., to entrust to him the entire management of Educational matters in his district, & hopes the Commr. will issue instructions clearly defining the duties of Supt. & Asst. Supt. of Education in N.C. |

| Norv. 9th #123 * | North Carolina. H.C. Vogell. Supt. Education. L.B. vol. 6. Nov. 9th 69. Filed with A 239 vol 15 69 | Raleigh N.C. Nov. 5th 1869. States that he has made arrangements with Mr Ashley, State Supt. that where a school of ours can be made a district school for four months the State will pay the balance required to make it $25. pr month. This will apply to the whole state, and a deviation from this must result in a needless expense and injury. Mr. Rice's services are not needed in this arrangement. Mr. Rice has promised as high as $50. to schools exclusively for whites, when the building is owned by the Bu., that it is the prevailing opinion in the State that he is working for political ends, &c. Encloses letter on the subject. |
