Your Com of the 22nd making inquiries as to manner of apprenticing freed children is recd & I am directed by the Asst Comr to say in reply that as the care of Refugees & Freedmen has been confided to this Bureau by Congress he feels compelled to insist on the conditions laid down in Circular No 3 Series 1865 from this office with reference to education [[strikethrough]] of [[/strikethrough]]  If there are pauper children, such as you describe, in your County & no one will receive them upon these conditions, they will be provided for by the Bureau.  Judge Starns who drafted the act referred to tells the Asst Comr that it was intended to follow the former law of Ga which is quoted in said Circular No 3. & it was by error that it was not copied in this act.  If the conditions of the Circular are completed with [[strikethrough]] above [[/strikethrough]] the Asst Comr has no objections. whatever to the County Court binding out freed children as he desires in all cases when possible to respect & abide by the laws of this State & strengthen the hands of its civil officers.
