Washington, Wilkes Co, Ga.

Dear Sir,
A report has just reached me that a gross outrage has been perpetuated upon the persons and property of two young men formerly in the Federal Army, non residents of your place; and that the mob threatened still further violence if these young men do not leave the County within the next few days. I know you will share my indignation at such conduct, so prejudicial to the reputation and future prosperity of the County and State; and I have directed the officer sent to investigate the matter to consult with and be advised by you as to the best mode of bringing the guilty parties to punishment and preventing further disturbances of the peace- While I must act firmly, while I must hold the whole community responsible for acts permitted in its midst where the guilty parties are allowed
