to go upon the Sea Islands which are exclusively under the control of the U.S. Govt. Should he persist in going on the Islands in violation of this Order he will be arrested and sent to Savannah under guard.

I regret that, refusing to accept my endeavors to promote peace & harmony you have persisted in making difficulty on the Island. I now give you fair warning that upon a repetition of such conduct, either by yourself or your agent, I shall eject you from the Island altogether. It is somewhat mortifying to be compelled to add that you who are Northern men are alone the only persons who have raised a disturbance on the Sea Islands of this State by refusing to obey orders issued to benefit all parties, and setting the authority of the Govt at defiance. I hope for your own sakes you will stop this foolish and, as you will certainly find, suicidal conduct.
