General,
I have the honor to report that in addition to the enclosed list of officers, and paid employees, there are one hundred and seventy seven (177) Civilian Agents of the Bureau, in this State, without pay, other than fees allowed as per Circular No 4. Series 1865. from this office, (copy herewith enclosed) These agents are appointed in pursuance of a Resolution of the Georgia State Convention, copy herewith enclosed
