to say that His Excellency the Governor, the Judges of the Superior Court, and the prominent leading and intelligent citizens of the State generally, have given me their hearty co-operation, countenance and support, in the performance of my duties_ His Excellency the Governor recommended to the Legislature of this State that a per capita tax be levied upon and collected from the freedpeople for the support of their poor_ But no action was taken by the Legislature, and as yet no provision has been made by the Civil Authorities to provide for the indigent freedpeople now supported by this Bureau.
