Sir:
I am directed by the Asst Com'r to state, in reply to your communication of May 30th, that it is advisable to secure the action of the civil authorities in all cases that may come within their jurisdiction. If the civil authorities refuse to take such action in the matter as may be necessary to render justice to the parties concerned whether they be white or black, then he desires that you will report such fact to this office.

In the case of the orphan freed-girl, you have the authority as Agent of the Bureau to bind her to some responsible & respectable party until she arrives at 18 years of age, in case she is represented by no legal guardian. If there are no parties willing
