Sir:
Your communication of the 2nd inst has been recd and I am directed by the Asst. Com'r to say, in reply, that where the civil authorities are disposed to render justice to Freedmen as well as whites it is desired that cases for trial should then be brought before them, and especially so in cases of violation of city ordinances. But if the civil authorities will not grant the freedman the same benefit of the law with the white-man, then the Asst Com'r desires that you will report such cases to this Office substantiated by such facts as will place the matter beyond a doubt.
