Sir:
Your communication of the 4th has been recd and I am directed by the Asst Com'r to say, in reply, that transportation can only be granted along the lines of Rail-road. If the parties for whom you make the application are in a suffering condition & can be provided for at Rome, which seems rather improbable as the northern is the most destitute portion of the State, then transportation will be given from the nearest point on the Rail-road from where they are now located to Rome as requested_
