Sir:
Your communication of the 8th inst has been recd and I am directed by the Asst Com'r to say, in reply, that the citizens of your district are mistaken.  Instead of the authority of the Bureau being curtailed the Asst Com'r has been assigned to the military command of this State in addition to his other duties as Asst Com'r of the Bureau.  You are requested to call upon the Civil Authorities for co-operation & assistance in the discharge of your duties as Agent, and if they refuse to thus aid you you will notify them that the citizens of that County will be held responsible for all outrages committed on the persons of freedmen, and, if necessary, troops will be sent to enforce obedience to the laws which they refuse to obey.
