General:
I have the honor to enclose General Orders No. 3, which I propose to issue, and to state that, if it meet your approval, I desire to add a paragraph stating that the officers mentioned, with the exception of Capt. Watson, will, in addition to their Bureau duties, discharge, in their respective Departments, the  duties appertaining to the Military Command of the District, and that Capt. Watson, in addition to his duties, will perform those of Post and Disbursing Quartermaster at this place.

Should my suggestions meet your approval, I would respectfully ask that it may be endorsed on the enclosed order, and that you will allow me to copy it in printing the order.
