Lieut:
Your communication of the 15th is recd and I am directed by the Asst Com'r to say, in reply, that assistance will be afforded all persons irrespective of color or the fact whether they have been Confederate (so-called) soldiers or not, whenever it is practicable so to do. In this matter humanity draws no line of operation. Of course the relief afforded them will only be on the same condition as that given to others, to relieve absolute suffering and distress -
