Sir:
Your communication of the 15th inst has been recd and I am directed by the Asst Com'r to say, in reply, that if the Freed-woman referred to refuses to avail herself of any and all aid which the Bureau may offer her the consequences must rest upon her own head.  If she neglects or abuses her children then she can be no longer considered their proper guardian, and action will have to be taken in the matter in accordance with the instructions provided for such cases.

In the opinion of the Asst Com'r the laws of this state in reference to insolvent debtors are equally applicable to cases coming within the jurisdiction of this Bureau -
