General
I have the honor to state that Bvt Major Leonard and Capt Watson my Chief Q.M. whom I sent to ascertain the real condition of the people in Northern Georgia have both returned and report that from one to two hundred thousand rations per month will be required to supply the destitute in that portion of the State until the grain crops are gathered  Rations are being sent forward as rapidly as possible. I have the honor to request that an officer of the Commisary Department may be ordered to report to me to take charge of the issue of these rations. Great care must be exercised to prevent an abuse of the liberality of the Government, and at the same time aid all really destitute persons. I have no officer whom I deem suitable for this duty who can possibly be spared. (over)
